Topper to Serve on Four Committees, Named a Deputy Whip
HARRISBURG – State Rep. Jesse Topper (R-Bedford, Franklin and Fulton) was assigned to serve on four committees and will serve as a deputy House majority whip for the 2017-18 legislative session.
“I am glad Pennsylvania House Majority Whip Bryan Cutler (R-Lancaster) again entrusted me as a deputy whip, a role I look forward to serving for a second session,” Topper said. “The term “whip” is a carryover from English parliament, and my job will be to whip up support or whip up votes.”
Deputy whips have a variety of responsibilities on and off the House floor, including facilitating awareness of member positions on pending bills and helping to advocate on key legislative issues. They also keep the majority whip advised of concerns that members may have and other matters potentially impacting the legislative agenda and the majority caucus as a whole. Deputy whips also receive special briefings on legislative issues, providing them with a greater breadth of knowledge.
In addition, Topper will serve on the Labor and Industry, Health, Judiciary and Liquor Control committees. He previously served on the Health and Labor and Industry committees.
The Liquor Control Committee is responsible for issues relating to the administration of alcoholic beverage licenses and the sale and distribution of alcoholic beverages.
“The Judiciary Committee is one of the most sought after committees to be assigned to and I am grateful for the opportunity to serve on it,” Topper said. “Some of the topics overseen by the Judiciary Committee include identity theft, firearms laws, domestic violence, child abuse laws, state prisons and criminal law.”
