Santora and Miccarelli Advocate for People with Disabilities in Uber Bill Amendments

HARRISBURG – Reps. James R. Santora (R-Delaware) and Nick Miccarelli (R-Delaware) this morning joined Gov. Tom Wolf at the bill signing for legislation that legalized Uber and Lyft services in Philadelphia and all of the Commonwealth. The two amended the bill’s language to include provisions for people with disabilities and shepherded the bill through the House.

“In addition to legalizing ride-sharing services in the Commonwealth, this law will provide the necessary vans for people with disabilities. They have not been forgotten, and that is extremely important,” Santora said.

Because of vital amendments that Santora and Miccarelli jointly sponsored, the new law will make 70 wheel-chair accessible vehicles (WAV) available by June 30, 2017. If those vehicles do not satisfy the needs of Pennsylvania, 10 additional WAVs may be required per year until December 2022.

Act No. 164 of 2016, originally drafted by Sen. Camera Bartolotta (R-46), includes a requirement that the Philadelphia Parking Authority promulgate temporary and permanent regulations to modernize the regulation of taxis and limousines. The intention of the new Title 57 chapter is to level the playing field for all transportation service providers in the city.

“I thank each of our colleagues in the House – as the bill received unanimous support – and the many senators who responded to our call to action,” Miccarelli added. “Without this urgency, the bill would have been held until next session, leaving Uber and Lyft drivers wondering when their needs would finally be acknowledged.”
