Bloom Appointed House Deputy Whip
HARRISBURG - State Rep. Stephen Bloom (R-Cumberland) will serve as a deputy House majority whip for the remainder of the 2015-16 legislative session following his appointment by Pennsylvania House Majority Whip Bryan Cutler (R-Lancaster).
“This position will further enhance my ability to serve as an effective problem solver and allow me to assist in continuing to move Pennsylvania forward with a commonsense conservative agenda,” Bloom said. “I’m humbled by the confidence placed in me to serve as a deputy whip and I look forward to this new opportunity to constructively and proactively advocate for the interests of the citizens of our community and our Commonwealth.”
Deputy whips have a variety of responsibilities on and off the House floor, including facilitating awareness of member positions on pending bills and helping to advocate on key legislative issues. They also keep the majority whip advised of concerns that members may have and other matters potentially impacting the legislative agenda and the majority caucus as a whole.
“Rep. Bloom is an engaged member of the General Assembly who will be a great asset in maintaining the pulse and direction of the caucus through his position as a deputy whip,” Cutler said. “I look forward to working with him as we discuss topics of interest with our fellow representatives.”
The term “whip” is a carryover from the old English parliament, and their job is to whip up support or whip up votes. Deputy whips receive special briefings on legislative issues, providing them with a greater breadth of knowledge.
Bloom is also serves as a deputy chair of the House Majority Policy Committee and serves on the standing committees on Finance; Agriculture and Rural Affairs; Environmental Resources and Energy; and Labor and Industry. He is a member of the Joint Legislative Air and Water Pollution Control and Conservation Committee, and is the House majority member of the Board of Trustees of the Public School Employees’ Retirement System (PSERS).
