Flood Applauds House Passage of ‘Morgan Rose’s Law’ to Address SUDEP
HARRISBURG – Rep. Ann Flood (R-Northampton) is pleased to announce the Pennsylvania House of Representatives has unanimously passed
House Bill 1442, known as “Morgan Rose’s Law,” to improve how deaths caused by Sudden Unexpected Death in Epilepsy (SUDEP) are identified and reported.
“Having lost a beautiful daughter to SUDEP, this is deeply personal to me and my family. I understand how important it is to raise awareness and improve how these deaths are identified,” said Flood. “As a co-prime sponsor of House Bill 1442, I am committed to ensuring families have the information they need and researchers have the data and funding necessary to help prevent future tragedies.”
This legislation is co-prime sponsored by Rep. Lisa Borowski (D-Delaware), who learned about SUDEP from constituents Colleen and John Hosbach, whose daughter, Morgan Rose Hosbach, died from SUDEP in 2022 at age 23.
House Bill 1442 would require coroners in Pennsylvania to evaluate autopsy findings for SUDEP in cases involving a history or indication of epilepsy or seizures. This enhanced reporting is intended to help families better understand the cause of death and contribute to ongoing research into SUDEP risk factors.
SUDEP is a rare but fatal complication of epilepsy, often occurring at night or during sleep. While its exact cause remains unknown, researchers believe it may involve interruptions in breathing, heart rhythm or brainstem function.
The legislation now heads to the state Senate for consideration.
