Shaffer’s Bill to Turn Volume Down on Digital Disruption in Streaming Ads Passes Committee Unanimously

HARRISBURG – Rep. Jeremy Shaffer’s (R-Allegheny) legislation that would prohibit video streaming services from playing commercial advertisements at a volume louder than the video content they accompany is one step closer to becoming law.

House Bill 2220 passed the House Communications and Technology Committee unanimously on Tuesday.

“Many families, like mine, consume their content through streaming services,” Shaffer said. “People shouldn’t have to reach for their remote each time an ad comes on because it’s too loud.”

House Bill 2220 mirrors federal requirements in the Commercial Advertisement Loudness Mitigation (CALM) Act that apply to television broadcasters and cable operators. It should be noted that the CALM Act does not cover internet-based streaming platforms.

“My bill is a commonsense measure to protect Pennsylvanians and ensure video streaming services respect viewers’ comfort by keep ads at a reasonable volume,” Shaffer said.

Shaffer’s bill has multiple Democrats and Republicans as co-sponsors.

“This is a commonsense bill that puts consumers first by making sure streaming platforms follow the same standards as traditional broadcasters. Pennsylvanians deserve a consistent, comfortable experience,” he added.

Shaffer’s bill now heads to the full House for consideration.
