House Approves Hess Local Tax Reduction Volunteer Exchange Program Legislation

Second consecutive session in which the plan was brought forward

HARRISBURG – For the second consecutive session, the House unanimously approved legislation authorizing public school districts to implement a Senior Local Tax Reduction Incentive Volunteer Exchange Program, sponsored by Rep. Dick Hess (R-Bedford/Fulton/Huntingdon).

“The House membership has spoken clearly on this legislation with a second consecutive unanimous vote for approval,” said Hess. “The House Aging and Older Adult Services Committee discussed this bill in depth prior to approval as well. I am grateful for the support this legislation has. It is beneficial to our seniors and to school districts as well. Seniors can get a break on school property taxes and districts get the benefit of mature volunteers who can share their life experiences with students.”

House Bill 658 allows school districts to set specific guidelines for the program, including the rate of a real property tax credit, as long as it does not exceed the total amount of taxes owed by an individual.

“This bill did not make it out of the Senate in the previous session, but I am hopeful that its members will take it up very soon for the benefit of our school districts and seniors,” said Hess.

Hess added House Bill 658 specifies that the types of services that participants provide through a program must enhance the academic program of the school district. In addition, a program shall not replace or supplant existing job positions in a school district.
