Murt Rallies to Create a Professional Licensure for Applied Behavior Analysis
HARRISBURG – Rep. Thomas Murt (R-Montgomery) today joined colleagues at the state Capitol to support legislation which requires professional licensing of applied behavior analysis (ABA) professionals.
Murt is the co-sponsor of
House Bill 1900, which will establish the Better Access to Treatment Act and create a licensure for professionals who practice ABA. This will broaden access to care and ensure that those who claim they practice ABA are certified to do so.
“Applied behavior analyst are using cutting-edge techniques to help those with behavioral challenges find fulfillment and an effective level of integration,” said Murt. “It is long overdue for Pennsylvania to recognize behavior analysts who are board certified in a way that protects the public.”

In the United States, there are currently 30 states that have adopted professional licensure for ABA practice. This law makes certain that those who practice ABA are qualified based on state standards.
“We know that by licensing behavior analysts we can create thousands of jobs in our Commonwealth at a time Pennsylvania is exporting talented graduates who are educated in our universities but seek employment in the other 30 states where the profession is licensed,” Murt said.
House Bill 1900 is currently in the House Professional Licensure Committee.
