Legislation designed to help those who have been previously convicted of a crime become productive citizens has been approved by the Senate Judiciary Committee and now awaits final consideration before the full Senate. House Bill 1419 would limit public access to certain criminal records if a petitioner has been free from subsequent arrest, prosecution or conviction for a period of 10 years. Rep. Sheryl Delozier (R-Cumberland), prime sponsor of House Bill 1419, said those who have made good decisions following a conviction should be given a chance to move forward in a constructive manner.
