The Pennsylvania House has passed new fiscal code legislation, restoring funding for more than 400 school districts whose appropriation was cut by the Governor, and bringing an end to the protracted 2015/16 budget cycle. House Bill 1589, which was approved by a veto-proof bipartisan vote of 149-45, will use the equitable funding formula which was unanimously approved by the Education Funding Commission to distribute money to schools in the Commonwealth.

A package of legislation intended to make Pennsylvania the next Right-to-Work state has been reintroduced in Harrisburg. The six-bill package is designed to protect the individual freedoms of Pennsylvania’s working citizens and energize the economy by ending the practice of compulsory unionism. Rep. Daryl Metcalfe (R-Butler), prime sponsor of House Bill 1750 said forced unionism is the reason the Commonwealth lags behind other states in job creation.

The House Environmental Resources and Energy Committee has voted to disapprove proposed regulations that would impact the oil and gas industry. A motion to reject the regulations that would illegally group conventional and non-conventional wells together was proposed by Rep. Martin Causer (R-McKean, Potter, Cameron), who said conventional wells should not be threatened by DEP in their quest to oversee the fracking industry.

House Majority Leader Dave Reed (R-Indiana) discussed Governor Wolf's move to veto the recently approved fiscal code legislation and how this will effect funding for PA schools on WSBA Radio's morning news program with Gary Sutton on Thursday April 7th. The fiscal code legislation laid out a specific funding distribution for PA schools based on a previously agreed to distribution formula, but the governor has decided to use his own plan to distribute the education money to schools that will provide significantly less funding for the majority of Pennsylvania's school districts.
