HARRISBURG- Legislation that would bring Pennsylvania into compliance with the REAL ID Act of 2005 while offering citizens a choice of forms of identification was passed unanimously Monday by the House State Government Committee, which includes state Reps. Matt Gabler (R-Clearfield/Elk) and Tommy Sankey (R-Clearfield/Cambria). The bill may now be taken up by the full House.
“Pennsylvania is one of seven states currently not complying with the act and has until June 6, 2017, to do so,” said Gabler. “Senate Bill 133, as amended by our Committee, would satisfy the requirements of the Federal REAL ID Law, but also preserve the freedom of choice for Pennsylvanians who, for whatever reason, simply prefer the current standard form of driver’s license or photo identification card.”
The REAL ID Act of 2005 attempted to standardize the issuance of driver’s licenses across the United States. The controversy lies in concerns regarding individuals’ information and the costs related to compliance.
“This bill, which is patterned after legislation in Arizona, would create a two-tiered system for issuing proof of identity,” Sankey added. “Pennsylvania residents would be able to choose between the current form of driver’s license or photo identification and a voluntary travel ID that works for air travel or admission to military installations and federal buildings. The bill also prevents the state government from mandating purchase of the voluntary travel ID.”
Costs associated with the REAL ID compliant version would be incurred only by individuals who request that particular form of identification. The Pennsylvania Department of Transportation would be required to file an annual report which details costs associated with implementation of the new form of identification.
