HARRISBURG – House Speaker Mike Turzai (R-Allegheny) today applauded Rep. Kathy Rapp (R-Warren/Crawford/Forest) for the soon-to-be introduced House Bill 77, which lowers the risk to mothers and babies by limiting abortions to cases of medical necessity after 20 weeks of pregnancy and abolishing dismemberment abortions.

Last session, on June 21, 2016, the House passed the same legislation (House Bill 1948, also authored by Rapp) in a bipartisan 132-65 vote.

Turzai also commended the Senate for advancing Senate Bill 3, sponsored by Sen. Michele Brooks (R-Crawford/Erie/Mercer/Warren), which is substantially similar to House Bill 77. The Senate bill passed the Senate with a bipartisan vote of 32-18.

“It is important the Legislature send one of these bills, Rep. Rapp’s House Bill 77 or Senate Bill 3, to Gov. Tom Wolf’s desk,” Turzai said. “The passage of these bills is evidence of bipartisan and bicameral support to protect unborn children and mothers and demonstrates the Commonwealth’s commitment to promoting a culture of life.”
