HARRISBURG—Rep. Duane Milne (R-Chester) has been assigned to the House Finance, Commerce, and Appropriations committees during the 2017-18 session.
“I am particularly honored to serve on Appropriations,” Milne said. “This is one of the most important committees as it deals with the fundamentals of state spending.”
As all state budget legislation must originate in the House of Representatives, the House Appropriations Committee is the primary committee of the General Assembly tasked with overseeing state government spending, state fiscal policies and developing a state budget each fiscal year.
“By serving on Appropriations, I will be able to share my constituents concerns with my colleagues and incorporate commonsense policies into the budget debate and the final spending plan,” Milne said.
On the Commerce Committee, Milne will overseeing legislation and the implementation of programs that impact Pennsylvania companies. The committee has primary jurisdiction over corporate governance through the Business Corporation Law, as well as regulation of offers of sale and credit through such statutes as the Goods and Services Installment Sales Act, the Unfair Sales Act, and the Unfair Trade Practices and Consumer Protection Act.
On the Finance Committee, Milne will oversee matters relating to taxation and fiscal policy, investment of the Commonwealth’s money and regulations of the Department of Revenue.
Milne will also review legislation dealing with the operation of the Pennsylvania Lottery, as well as bills regarding the Property Tax and Rent Rebate Program and the Pharmaceutical Assistance Contract for the Elderly (PACE) Program, both of which are funded by the lottery.
