HARRISBURG – Rep. Brian Ellis (R-Butler) was named chairman of the House Commerce Committee on Thursday, Jan. 5. This will be Ellis’ first term serving as a committee chairman since taking office in 2005.

“I am honored to have been selected to chair this important committee, which deals with several large-scale issues that affect many companies and businesses in Pennsylvania, as well as the overall economy and individual citizens,” Ellis said.

Ellis served as a member of the committee twice, and previously served as the chairman of the Subcommittee on Small Business, as he is a third-generation business owner.

The Commerce Committee is responsible for originating legislation and overseeing implementation of programs which affect Pennsylvania companies. The committee has primary jurisdiction over the following areas of legislation:
  • Corporate governance through the business corporation law.
  • Regulation of offers of sale and credit through such statutes as the Goods and Services Installment Sales Act, the Unfair Sales Act, and the Unfair Trade Practices and Consumer Protection Act.
  • Regulation of the various institutions which are chartered in Pennsylvania through the Banking Code, the Savings Association Code, the Consumer Discount Company Act, the Pawnbrokers License Act, the Mortgage Bankers and Brokers Act, the Pennsylvania Securities Act and the Credit Union Law.
  • State economic development through state economic and technical assistance programs, such as the Ben Franklin Partnership, the Pennsylvania Industrial Development Authority, the Pennsylvania Capital Loan Fund and the Small Business Development Center Program.
Ellis added that this committee is tasked with helping Pennsylvania residents with questions about eligibility for state assistance or low-interest mortgage assistance for first-time home buyers and in paying past-due mortgages; providing information about intervention with state business assistance programs for business formation and expansion; and consumer complaints related to loans, credit cards, securities fraud, or other accounts with state or federally regulated businesses and institutions, in addition to other issues.
