HARRISBURG – Rep. George Dunbar (R-Westmoreland) issued the following statement regarding Gov. Tom Wolf’s veto of
House Bill 245 which would make several important clarifications to the Local Tax Enabling Act (Act 32 of 2008) to prohibit local school districts and municipalities from imposing double taxation:
“I am deeply disappointed that the governor has chosen to side with an isolated group of school board special interests over the constitutional right of all Pennsylvania taxpayers to be taxed uniformly by vetoing House Bill 245.
“With absolutely no warning or previously stated objections, the governor vetoed this legislation which passed both the House and Senate with strong bipartisan support and several agreed-to-revisions between the Legislature and his own Department of Community and Economic Development.
“The justification the governor offered in his veto message demonstrates a clear lack of understanding on his part about the type of oversight and clarifications that this legislation provides. His stated reasons for vetoing this commonsense reform to prevent blatant, unconstitutional double taxation in local school districts indicates that his decision was based solely upon the false and distorted talking points from one particular school board association rather than the best interests of all Pennsylvania taxpayers.”
