HARRISBURG – A measure introduced by Rep. David Millard (R-Berwick) that would update Pennsylvania’s restrictions on all-terrain vehicles (ATVs) related to youth riders was signed into law today by Gov. Tom Wolf.
The legislation amends the Vehicle Code to limit ATV operators to the age recommendation warning label that is required to be affixed to the vehicle by the manufacturer. The certification label must conform to the 2010 American National Standard for Four Wheel All-Terrain Vehicles. The label is based on the vehicle’s speed capacity rather than its engine displacement.
For older ATVs that do not contain such a label, the current 70cc restriction for 8-and 9-year-olds still applies. The legislation does not change the established minimum age for operating an ATV on state-owned land, which is 8 years old.
Additionally, the legislation allows a safety certificate to be presented to a law enforcement officer within five days, instead of on demand.
“This commonsense legislation enjoyed substantial bipartisan support in both the Senate and the House,” said Millard. “I am confident these updates will help keep young ATV riders safe without limiting their recreational opportunities.”
