HARRISBURG – The COVID-19 pandemic has caused many businesses to close as per Gov. Tom Wolf’s Business Closure Order, with animal grooming services one of those businesses that has been forced to shut its doors until further notice.

Rep. Marci Mustello (R-Butler) announced today that legislation she introduced to allow Pennsylvania’s animal grooming services to reopen passed the House Agriculture and Rural Affairs Committee. The bill now moves to the full House of Representatives for consideration.

“As the former executive director of the Butler County Humane Society, I know that it is imperative to our animals’ well-being to make sure that their physical needs are maintained,” said Mustello. “Veterinarians who keep our animals safe from sickness and disease are permitted to stay open. Grooming is an essential part of maintaining an animal’s health and should be permitted to be open for business, as long as current safety guidelines are followed.”

House Bill 2436 is about preventing animal neglect, not abuse, Mustello emphasized. Neglecting an animal can cause health problems in the following ways:

• Nails need to be trimmed to prevent paw and leg injuries.
• Fur needs to be trimmed, washed and maintained to prevent matting and skin irritations.
• Ears need to be cleaned to prevent infections.

In addition, not every household has the equipment or ability to perform these types of procedures and require the services of professional animal groomers. Having these professionals available now may prevent larger pet health and animal welfare issues later.

“As we begin to reopen the economy, House Bill 2436 is commonsense legislation that would get people back to work while keeping our four-legged friends healthy and safe,” said Mustello.
