HARRISBURG – The York County Republican delegation to the state House today announced that the guidelines have been published for a tax amnesty program that was signed into law as part of the 2016-17 state budget.

A similar amnesty program adopted in 2010 collected $250 million in outstanding tax debt from individuals and businesses. However, the amount collected will be lower this time because the previous amnesty went back many years, whereas this one would only go back to the last amnesty period six years ago. Also, those who participated in the amnesty program in 2010 are not eligible to participate in the new program.

The York County House Republican delegation, state Reps. Keith Gillespie (R-Hellam), Seth Grove (R-Dover), Kate Klunk (R-Hanover), Kristin Phillips-Hill (R-York Township), Mike Regan (R-Dillsburg) and Stan Saylor (R-Red Lion), issued this statement:

“The amnesty program period begins April 21, 2017, and ends on June 19, 2017. It is estimated that this amnesty program will recover up to $150 million in back taxes by allowing taxpayers with delinquent accounts with the Commonwealth of Pennsylvania to come forward and file tax returns in exchange for reduced fees and interest on past-due taxes. Penalties will be reduced up to 100 percent and interest will be reduced up to 50 percent.

“It’s important to emphasize that tax amnesty is not a forgiveness of debt but a reduction in fines to encourage payment. Those who owe taxes would still be required to pay them. This bill simply removes past-due charges for taxpayers who agree to bring their accounts into balance during the amnesty period.”
