HARRISBURG— Reps. Nick Miccarelli (R-Delaware) and Kevin Boyle (D-Philadelphia) have partnered on legislation that will be introduced when the House reconvenes in September, which would place a five-year tuition freeze at Pennsylvania’s State System of Higher Education (PASSHE) institutions.
Under Miccarelli’s legislation, following the five-year freeze, PASSHE institutions would be limited to a maximum annual tuition increase of 2 percent.
“The State System of Higher Education serves as an affordable alternative to private and for-profit schools in the state,” Miccarelli said. “In an increasingly complex economy, having a well-trained, highly skilled workforce is paramount. Just as secondary schooling was expanded a century ago to meet the demands of the industrial economy, today we must ensure that middle-class families in Pennsylvania are not priced out of the choice to attend public higher educational institutions where they can learn the skills needed to succeed in today’s competitive job market.”
PASSHE schools include Bloomsburg University, Cheyney University, East Stroudsburg University, Indiana University, Lock Haven University, Millersville University, Slippery Rock University, California University, Clarion University, Edinboro University, Kutztown University, Mansfield University, Shippensburg University and West Chester University.
