Plan passed by House includes no new or increased broad-based taxes
HARRISBURG – On Tuesday, June 28, Rep. Lynda Schlegel Culver (R-Northumberland/Snyder) voted in favor of a budget plan for fiscal year 2016-17, which would adequately fund government’s core services, while not increasing or creating new broad-based taxes, and providing historic investments in our schools. After the vote, Culver made the following statement related to this year’s budget plan:
“As legislators, the vote on the state budget is one of the most important votes we take. The budget impacts every person in this Commonwealth – whether it’s through our public schools, the state police and corrections, or many of the various state, county and local programs. As was evidenced last year with the prolonged budget process, the effects of not having a budget in place by June 30 became personal, far-reaching and had serious impacts. After thoughtful and serious consideration, and while trying to balance the needs and requests of the residents and taxpayers of the 108th District, I voted in favor of this budget bill.
“This budget plan includes a historic amount of funding for our education system, specifically $660 million in new funding for pre-K-12 education. We are also investing in our future by providing Pre-K Counts, Early Childhood Intervention, and Head Start Supplemental Assistance with additional funding. Pennsylvania State Employee Retirement System (PSERS) will be funded at a level when, for the first time in 15 years, we will be making our actuarial required contribution to that pension system. Increased investments for three classes of Pennsylvania state troopers, as well as funding to address our opioid and heroin epidemic, are included in this plan.
“This budget represents a compromise between both sides of the aisle, a middle-of-the-road approach, which received bipartisan support in the House, and takes care of our most vulnerable citizens. This bill has been sent to the Senate for its consideration, and I am hopeful its members will consider it as soon as possible.”
