HARRISBURG – State Rep. Will Tallman (R-Adams/Cumberland) today joined the majority of his colleagues in the House and Senate in passing legislation that will require use of a more equitable school funding formula rather than Gov. Tom Wolf’s plan that heavily favored the School District of Philadelphia.
House Bill 1589, which also restores construction reimbursement funding schools are owed through PlanCon (the Planning and Construction Workbook), passed each chamber of the General Assembly by a two-thirds majority, thus preventing a veto by the governor.
Tallman issued the following statement in reaction to passage of House Bill 1589:
“When Gov. Wolf applauded the improved funding formula recommended last year by the Basic Education Funding Commission (BEFC) and then chose to ignore it, he continued the preferential treatment of Philadelphia that has been the hallmark of his administration to date. Today’s veto-proof vote supports a more equitable funding formula that is good news for our students, as well as taxpayers who would have been responsible for making up the difference, had the governor’s funding plan been instituted.
“The BEFC recommendation is far from perfect; however, it is a step in the right direction toward rectifying the money that rightfully belongs to growing school districts in southcentral Pennsylvania.
“Maybe even more importantly, it was a proud moment for the state Legislature, which stood up to a governor who had clearly overstepped his bounds.”
