HARRISBURG – For the third consecutive session, the House approved legislation authorizing public school districts to implement a Senior Local Tax Reduction Incentive Volunteer Exchange Program, authored by Rep. Tim Hennessey (R-Chester/Montgomery), chairman of the House Aging and Older Adult Services Committee.

“My late colleague, Rep. Dick Hess, championed this legislation in two previous sessions and I am proud to carry this effort on in his memory,” said Hennessey. “I am grateful for the support this legislation has been given. It is beneficial to our seniors and to school districts as well. Seniors can get a break on school property taxes and districts get the benefit of mature volunteers who can share their life experiences with students.”

House Bill 791 would allow school districts to set specific guidelines for the program, including the rate of a real property tax credit, as long as it does not exceed the total amount of taxes owed by an individual.

Hennessey added the legislation specifies that the types of services which participants provide through a program must enhance the academic program of the school district. In addition, a program shall not replace or supplant existing job positions in a school district.

The bill goes to the Senate for consideration.
