HARRISBURG – Today, Gov. Tom Wolf unveiled his budget proposal to finish FY 2015-16 and his proposal for FY 2016-17 to a joint session of the General Assembly. His proposal for this current year would raise spending by $1.68 billion or 5.8 percent and would increase another $2.5 billion or 7.9 percent for next fiscal year. After the governor’s budget address House Appropriations Committee Chairman Bill Adolph had this to say:

“Today we heard more campaign rhetoric and lecturing from the governor. The governor believes there are only two paths: 1) his higher taxes; or 2) a doom-and-gloom budget. But there is a middle path that balances the needs of Pennsylvanians, fixes our structural deficit and is respectful to our taxpayers.

“The governor is seeking to raise taxes by $2.7 billion. This would require an 11 percent increase in the Personal Income Tax. This is something that the people of Pennsylvania have stated over and over again that they do not support.

“We must focus on finishing the current-year budget and then focus on ensuring that we have a balanced budget for the next fiscal year. It is important that we realize that adding new spending will only add to the problem we face with the structural deficit.

“Going forward I am committed to working with my colleagues to get the job done. We need to come together and put aside the campaign rhetoric and find a new middle path.”
