HARRISBURG- Rep. Jesse Topper (R-Bedford/Fulton/Franklin) voted today to approve emergency funding for struggling social service agencies and schools. The legislation, Senate Bill 1000, includes state appropriations of over $11 billion and releases over $24 billion of federal funds. The disbursements are applied retroactively to fund government operations from July 1 to October 31.

“The General Assembly has voted again to provide critical funding to human service organizations and school districts across the Commonwealth. These organizations are in need, as they have been without state funding since Gov. Tom Wolf’s full budget veto on June 30,” said Topper. “There is simply no reason not to release these funds while discussions on a full budget continue. Due to the budget impasse, over $24 billion in federal funds are being withheld from our schools and counties. Again, Gov. Wolf and Democratic members of the General Assembly are using our struggling schools and communities as hostages in budget negotiations.”

Wolf, during a press conference held on Sept. 16, indicated his intention to veto this emergency funding measure.

“It is truly unbelievable that the governor fails to recognize the damage that his full budget veto has caused and would continue to withhold funds from those in need. The decision of whether these critical human services and schools receive their funding rests squarely on the governor’s shoulders. I hope he will reconsider his position and sign this emergency funding legislation while discussions on broader budget issues continue.”
