WHAT: The House State Government Committee will convene next Tuesday to receive testimony on House Bill 1369. Sponsored by Rep. Chris Quinn (R-Delaware), the legislation would allow the almost 1.3 million Pennsylvanians not registered with either of the two major parties to cast a ballot in either the Republican or Democratic primary. Currently, Pennsylvania is one of just nine states with completely closed primary elections. 

This is the first official House action on open primary legislation in decades.
 
WHO: Rep. Chris Quinn (R-Delaware), the prime sponsor of House Bill 1369 will participate along with committee chairman Rep. Seth Grove (R-York) and other members of the House State Government Committee. Testifying will be:

  • Alan Novak, former chairman, Republican Party of PA; and TJ Rooney, former chairman, Pennsylvania Democratic Party 
  • Former PA Auditor General Jack Wagner and Marilyn Kelly-Cavotta; co-chairs of Ballot PA Vets

  • David Thornburgh, Ballot PA
  • Ben Williams, Esq., program principal, Elections & Redistricting Program, NCSL
