WARREN — Rep. Kathy L. Rapp (R-Warren/Crawford/Forest), Republican chair of the House Health Committee, today announced the committee reported out its first three bills and sent them to the full House for consideration.
“While there was a delay in advancing bills through the legislative process, I’m pleased we have started to act on the almost 1,000 bills that have already been introduced,” Rapp said. “I’m looking forward to continuing to remove barriers to health care and use 21st century technology to maintain the high standard of care citizens desire. In particular, the pandemic showed us the value of electronic meetings, especially in opening up the hiring process to applicants throughout the country.”
House Bill 155 would permit face-to-face interviews for direct care workers to be conducted virtually. Under current law, interviews must be conducted face-to-face.
House Bill 494 would require child care providers to install carbon monoxide detectors in their facilities. Rapp amended the bill before approval to require 12 months’ notice to allow facilities to make the needed updates. Last fall, a carbon monoxide leak at a day care center in the Lehigh Valley sickened more than a dozen children and their teachers.
House Bill 507 would require providers to obtain informed consent from patients before performing rectal, prostate or pelvic exams on them for purely educational purposes except in cases of emergencies where the patient is unable to provide informed consent.
