HARRISBURG – Affirming her commitment to advocating for victims and families in Pennsylvania, two bills co-sponsored by Rep. Sheryl M. Delozier (R-Cumberland) advanced in the statehouse with bipartisan support this week.

Under House Bill 1511, the Violent Incident Clearance and Technological Investigative Methods (VICTIM) Act, Pennsylvania Commission on Crime and Delinquency grants could be used to hire investigators, upgrade systems, and streamline evidence collection and processing. It would also encourage parity among police agencies, requiring at least 10% of grants go to rural departments to help solve cold cases. The bill passed the House Tuesday.

Under House Bill 350, the Uniform Parentage Act (UPA), clear rules would be established for the legal determination of parentage, particularly for children born through assisted reproduction. It would also create safeguards for women acting as surrogates, and equal protection for children and families. The bill passed the House Children and Youth Committee Tuesday.

“I have dedicated a lot of my work in the Legislature to advocating and volunteering for crime victims, as well as supporting families in our Commonwealth,” said Delozier. “I am proud to continue that work through the co-sponsorship of bipartisan House Bills 1511 and 350.

“I am hopeful these bills will maintain momentum, continue to garner the support of Republicans and Democrats alike, and ultimately be signed into law to help ensure justice for victims and their families, as well as bolster stability and consistency for child-parent relationships in the judicial process. The bill also responds to the state Supreme Court’s request for clarity on the issue of ‘intended parentage.’” Delozier concluded.
