HARRISBURG – An initiative conceived in Adams County to direct estates of residents who die without a will or heirs to charities in their home counties, rather than going to the state’s General Fund, is one step away from becoming law, Rep. Torren Ecker (R-Abbottstown) said.

“Although it’s uncommon, some Pennsylvanians die without a will or surviving family. Right now, the proceeds from their estates go to Harrisburg and disappear into the state budget,” Ecker said. “Those dollars should remain in the communities where these individuals lived and support the local nonprofits that serve their neighbors.”

Ecker’s House Bill 1091, which was amended into House Bill 1176, would direct such estates to non-profit organizations within the county of the deceased’s residence. The idea was brought to Ecker’s attention by Ralph Serpe, president and CEO of the Adams County Community Foundation.

Earlier today, the House approved the bill on a concurrence vote, and it is now heading to the governor’s desk for his consideration.

“Local nonprofits are often the backbone of our communities, and directing these funds to them ensures the impact of that individual endures,” Ecker said. “I look forward to the governor reviewing this bill and, hopefully, signing it into law.”
