HARRISBURG – Rep. Mark M. Gillen (R-Berks) today issued the following statement in response to Gov. Josh Shapiro’s $53.26 billion Fiscal Year 2026-27 budget proposal:
“As a former Pennsylvania correctional officer and longtime emergency medical technician, I commend Gov. Josh Shapiro’s 2026-27 budget proposal for its inclusion of funding to support additional classes of Pennsylvania State Police troopers. This measure represents a meaningful step toward strengthening public safety across the Commonwealth, and I fully support efforts to enhance law enforcement resources in our communities.
“That said, I must express concern regarding the fiscal framework outlined in the proposal. Reports indicate that the plan anticipates spending about $6.4 billion more than projected revenues for the fiscal year, which would necessitate drawing from reserves or relying on proposed new revenue sources. While Shapiro has emphasized fiscal responsibility, this structural imbalance warrants careful scrutiny to ensure long-term sustainability and avoid future burdens on taxpayers.
“Additionally, his budget proposal does not address key issues of significant concern to many Pennsylvanians, including the elimination of property taxes, which impose a heavy burden on homeowners. These matters remain a critical priority for working families and retirees throughout the state.
“I urge Shapiro to champion my proposed constitutional amendment to eliminate property taxes, which advanced to the chamber of the Pennsylvania House of Representatives in December but was denied a vote by Democrat leadership. Advancing this reform would provide substantial and lasting tax relief to residents while promoting a more equitable funding system for essential services. I stand ready to collaborate with the governor and legislative leaders to move this important initiative forward.”
